The Sixth Cycle RHNA
The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part of the periodic process of updating local housing elements of the General Plan. RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The Southern California Association of Governments (SCAG) has developed the 6th cycle RHNA allocation plan which will cover the planning period October 2021 through October 2029.

HELPR is a web-mapping tool developed by SCAG to help local jurisdictions and stakeholders understand local land use, site opportunities, and environmental sensitivities for aligning housing planning with the state Department of Housing and Community Development’s (HCD) 6th cycle housing element requirements.

COG Housing Element Support
Custom Housing Element Technical Assistance
In collaboration with GCCOG, HCD has structured a Technical Assistance (TA) Program for the Gateway Cities to support preparation of their 6th Cycle Housing Element updates. Since February 2021, the TA Program has provided tailored support to local jurisdictions in the region including monthly meetings and roundtable discussions hosted by the COG, and monthly office hours consisting of one-on-one sessions with HCD staff and COG cities in which issues, questions and strategies specific to each jurisdiction can be explored.
