Welcome to the Gateway Cities Council of Governments. It is my honor to serve as President of this dynamic organization, which is made up of the twenty-seven cities of Southeast Los Angeles County, as well as the County of Los Angeles and the Port of Long Beach. Our organization's mission is to improve our region of the county in four primary areas: transportation, air quality, housing, and economic development.
The region we serve has a population of over two million people and an economy largely supported by the trade industry through our local ports, which accounts for 45% of the value of all goods that are shipped to the United States. The goods movement industry that is vital to our economy also presents the dual challenges of managing the resultant impacts on traffic congestion and air quality in our region, through which these goods flow. To address both of these issues, the Gateway Cities Council of Governments is well into a multi-year environmental review process for improvement of the I-710 Freeway Corridor. In addition, we have instituted a groundbreaking initiative to advance alternative technologies for transportation and goods movement in the region, and are currently developing an Air Quality Action Plan for the entire Gateway Cities subregion.
In addition to the I-710 project, we are continuing work on a Major Corridor Study of the SR-91/I-605/I-405 Freeway Corridor which will strongly emphasize the use of alternative technologies and design improvements as an alternative to simply adding lanes to the freeways. The working together of our member cities has already resulted in the achievement of almost $1.2 billion in funding commitments for improvements in these freeway corridors.
Another major effort of the Gateway Cities Council of Governments, the Homeless Action Plan, is now entering the implementation phase thanks to our partnership with the County of Los Angeles, which is providing the necessary funding for this effort. The COG's strategic plan to address the problem of homelessness in our cities is based on the belief that we can accomplish much more in this needed area by a unified effort rather than leaving it to individual cities to develop strategies and programs on their own.
